Disarmament moral dilemmas and the pursuit of global peace
Since international law does not exhaust the normative universe with respect to nuclear prevention, it is important to examine the relevant requirements of international ethics as well. We recall Baruchâs claim that the moral requirement of nuclear abolition has normative force independent of the NPT or related treaties. This subsection will examine the possibilities that state advocates of nuclear abolition face one or more of what Sinnott-Armstrong would call a contradictory moral rule dilemma (see Chapters 1, 2).
If we regard global peace as an outcome produced by the cessation of all (major) militarized conflicts of interest, some paradoxical conclusions can be drawn that suggest the global peace imperative traps nuclear abolitionist states in a moral dilemma. The South African representative to the NAC expressed a thought that supports this conclusion:
There is only one guarantee for a safe and peaceful world and that is the complete elimination of all nuclear weapons irrespective of their type or where they are located. No nuclear weapon can ever be safe in any hands, whether state or non-state actor. As long as these weapons exist, the possibility of their use, whether by accident or design, will remain. Similarly, as long as some states continue to possess them, citing security reasons for doing so, others may aspire to acquire them.85
